
WASHINGTON - (United States) - 18/02/2011- 3B Tips - By Francis Rousseau - The NOAA (National Oceanic and Atmospheric Administration) , U.S. agency responsible for study of the ocean and atmosphere established in 1970, has launched a web site containing legal information specifically designed for companies interested in the development of HTA (OTEC French; Ocean Thermal Energy Conversion, OTEC in English). The site Ocean & Costal Resource Management is under the dual hat the Department of Commerce and NOAA and aims to cover all procedures for marine renewable energy in general. This is not the case now, since it is the ETM (OTEC), which happens to be featured. Among other documents, can be found including details of the OTEC Act of 1980 well as other important archives that allow any manufacturer who wants to be enlightened on the operating conditions of HTA in the U.S. .
What interested Americans in ETM technology, besides the possibility of producing electricity is its potential to produce other products like water without salt, hydrogen, ammonia and cold water that can be used in air conditioning systems (SWAC-Sea Water Air Conditioning) and in aquaculture. These are the fields of operations that explain the appeal of the foot to the private sector with this new site is shown. It also contains extensive information regarding the procedures to follow to explore the technological and environmental systems ETM commercial scale as well with representatives of federal, with state representatives, academics, organizations non-governmental and private sector actors.
There are no commercial facility ETM based in the U.S. (if they are experimental facilities in Hawaii). However, federal agencies seem to believe the rapid achievement of a demonstrator through collaboration with the private sector. The U.S. Department of Energy says even prepared to authorize demonstration projects in consultation with NOAA. Interested companies are invited to submit a license application just to NOAA. Amazing approach to technology deemed so complex to implement.
